JOB TITLE- Contract Administrator Job Purpose: To support the Project Control Team with administering and managing activities related to contracts as part of SATORP's projects in the Refinery.
Scope: Perform a variety of activities involving the coordination of manpower supply pre-tendering activities, supervising and following-up on manpower contracts, receiving and evaluating manpower supply bids, recommending bids to be awarded and ensuring that contracts terms and conditions are adhered to.
Duties and Responsibilities: * Prepare, analyze and review draft documents and specifications of manpower supply contracts for SATORP projects and services, and review technical and non-technical scope of work for proposed job titles.
  • Prepare draft manpower supply tender documents for processing and subsequently review final tenders in coordination with the relevant department.
  • Attend pre-tender meetings, address bidders' queries, obtain approvals from all concerned parties and prepare necessary addendum.
  • Review and suggest any amendments (corrections, clarifications, additions and/or deletions), including variation order requests, on the manpower supply contracts before submitting to the Project Control Head for review and approval.
  • Work with SATORP organizations to ensure answering contractors' quires and questions.
  • Receive manpower supply proposals and bids from the Material and Services Procurement Division, review all necessary documentation, request explanations or information, if needed, evaluate bids and submit recommendations to Project Control Head in this respect.
  • Periodically review correspondence between the contractors and SATORP from a contractual perspective and report findings to the Project Control Head.
  • Liaise with the Construction Head and Construction Supervisors to observe contractors' performances and ensure their compliance to contract terms and conditions and SATORP specifications and standards, and provide them with the professional advice, when necessary.
  • Liaise with Contractor Representatives to coordinate and ensure providing contractors' staff with effective personnel services including, but not limited to, salary certificates, vacations, and leaves.
  • Receive and review manpower contractors' invoices and ensure their conformity with the monthly time sheets forwarded by divisions; and submit and report any discrepancies to the Project Control Head.
  • Perform other related duties as assigned by the Project Control Head.

  • Conversant with SAP and Microsoft applications.
  • Ability to work in a dynamic environment.
  • Ability to work under pressure and meet tight deadlines.
  • Willing to work irregular hours.
  • Good command of oral and written English.
Education Background: Two (2) years Diploma in Engineering or equivalent. Experience: Four (4) years of related experience, of which at least Two (2) years in a similar position in Refining setting.
