- Responsible for all aspects of Safety Assurance which includes Health, Safety & Environment,
- Ensure compliance with the Serco Management System relative policy standards and advise management and operational employees on these requirements, systems and processes.
- Provision of competent advice and guidance on fire and life safety systems and processes, including arranging and supporting fire drills and practices.
- Develop, implement and maintain emergency response and business continuity plans for the contracts and ensure that mitigation measures and controls are implemented.
- Oversee the management of contractors, including oversight (management) of the permit to work system, review and comment on specialist service provider risk assessments, method statements to ensure safe operations by contractors.
- Carry out accident and incident investigations and recommend actions to prevent future occurrences; ensuring lessons learnt are implemented across the portfolio.
- Facilitate the portfolio safety committee, organize meetings and supporting information and provide recommendations for enhancements or changes to the systems and follow up on actions.
- Support each department in the training needs of employees and arrange training courses either internal or external to ensure the contract delivers the required competency level of staff.
- Provision of competent advice and guidance with regards to the employees' health and safety and their well-being.
- Develop HSE plan for the project
- Report on the progress and the status of health, safety and environment issues, including statistics on health improvement notifications and suspension of work notifications.
- Ensure that environment, health, safety and security issues are given utmost importance and take all necessary measures to ensure that the outsourcing consultant and operation and maintenance contractors comply with all necessary requirements in this regard.
- Implement an appropriate health, safety, security and environmental system
- Ensuring that outsourcing consultants and operation and maintenance contractors implement health, safety, security and environment management plans in accordance with their contracts.
- Reviewing the content of these plans to verify their consistency with the employer's health, safety, security and environment policy (in its amendable form), legal and contractual requirements, and best practices in facilities management area.
- Taking all necessary measures to carry out all operations while taking into account the utmost levels of health and safety for all individuals and the public.
- The consultant shall review, with the employer, the health, safety, security and environment plans of the outsourcing consultants and operation and maintenance contractors and advise them thereon and take all necessary measures to plan, implement, monitor and direct the activities of the participants in order to achieve safety objectives.
- In addition to the health, safety, security and environment plan for outsourcing consultants and operation and maintenance contractors, the consultant shall implement its health, safety, security, and environment plan to promote a culture of safety and environmental compliance.
- Assist in developing the safety strategy in accordance with the employer's health, safety, security and environment policy, and review and approve the health and safety plans of the outsourcing consultants and operation and maintenance contractors.
- Conducting monthly health and safety audits, review health and safety method statements provided by outsourcing consultants and operation and maintenance contractors, issue the monthly report, and advise on any necessary instructions.
- Monitor and supervise the compliance of outsourcing consultants and operation and maintenance contractors with safe work practices and take any action that may reduce or control risks as much as possible.
- Cooperate with the outsourcing consultant team in monitoring, supervising, and advising the operation and maintenance contractor on environmental management at the facilities
- 10 years minimum experience
- Knowledge of operational systems and maintenance operations
- Solid understanding of ISO 9001, 14001 and ISO 45001
- Self-motivated and able to work to deadlines
- Ability to motivate and manage others
- Good communication and observation skills
- Holder of a degree level qualification or NEBOSH Diploma or similar OSH qualification
- Holder of NEBOSH certificate in Environmental Management or similar
- ISO 9001, 14001, 45001 Auditor experience is preferrable
- Business Continuity Management (BIA/BCP) is preferrable
- Bachelor's Degree in relevant field is preferrable
