They are what we believe, what customers can expect, and how we deliver.Project Overview:Jubail is one of Bechtel's most remarkable achievements-a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times-and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner's representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel's contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.Work Location: Ras-Al-KhairThe work location for this position is at Ras-Al-Khair which is located about 90 KMS north of Jubail Industrial City. You will be required to commute Jubail - Ras-Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City.Major Responsibilities:The BIM Specialist is assigned to the Royal Commission of Jubail & Yanbu (RCJY) Digital Twin Delivery Department and reports to the RCJY Digital Twin Delivery Manager. The BIM Specialist will liaise with both internal and external stakeholders and will serve as the primary BIM interface contact for A/E/C contractors across all phases of the project delivery. The BIM Specialist role will be the key subject matter expert for BIM workflows and processes from design, construction thru operations. The BIM specialist will be vital in educating, training and supporting the in-house engineering and construction teams in the implementation of the RCJY Digital Twin Delivery System (DTDS). This particular Specialist will also serve as the custodian of the RCJY Common Data Environment (CDE) and will assist in the oversight of this foundational collaboration application. The BIM Specialist will also assist in 3D Model Development, Interference Checking & Design Coordination, 4D Integrated Scheduling, 5D Integrated Costing, 7D Asset and Operational Integration, COBie (Construction Operations Building information exchange) data population and extraction, Q/A & Q/C, and with the continued development of the RCJY DTDS processes, standards and procedures.JOB DIMENSIONS:
  • Works closely with the RCJY Digital Twin Delivery Manager to: Ensure the RCJY DTD program is implemented in accordance with the objectives contained within the RCJY BIM Implementation Plan and RCJY management directives.
  • Contribute to the development and implementation of the Common Data Environment (CDE), processes, standards and procedures.
  • Contribute in the development and implementation of BIM process, standards and procedures for the RCJY DTDS program.
  • Assist in the training and support of BIM applications, methodologies and process to the RCJY technical staff.
  • Serve as the main BIM interface contact with the A/E/C contractors BIM Manager and key BIM team members.
  • Assure A/E/C contractor's project BIM Implementation, use and delivery strategy is executed in accordance with the BIM contract requirements and in alignment with RCJY DTD standards, processes and procedures.
  • Manage, monitor and proactively take action to maintain or remediate the CDE system performance, availability and user issues.
JOB DUTIES:
  • Assists in developing and implementing the Project DTD Strategy and BEP through the design, procurement and construction phases, and handover to end users. Supports the RCJY organizations use of the CDE as the single source of truth for all project data generated.
  • Works with DTD manager and engineering and construction departments to contribute to the Jubail standards for DTD execution, procedures and standard BIM object library.
  • Contributions to the DTD training of the RCJY staff on the use of the CDE, Building Information Model and associated tools.
  • Conducts regular assessments, audits, interference checking and model data interrogations in the review of A/E/C contractor's project delivery BIM progress.
  • Ensures A/E/C contractor's projects meet the client information requirements, RCJY information requirements, and industry wide standards such as ISO 19650
  • Leads CDE training of the RCJY staff and contractors.
  • Setup users, define and maintain user account permissions.
  • Setup and maintain CDE environments, application integrations, permissions, workflows, states and drawing sheet title block integrations.
Skills and Qualifications:Essential Technical:
  • Bachelor degree in engineering, construction management or any other related discipline.
  • Minimum 10 years of experience in the design engineering and construction industry with a minimum of 5 years' experience in a BIM/VPD related role.
  • Experienced working on large-scale capital design, construction projects.
  • Able to demonstrate capabilities for working across EPC functions.
  • Comprehensive knowledge of content management, document control, Information Management, Configuration Management, BIM and experience with setup and configuration of Common Data Environments (i.e., Projectwise or BIM360/ACC)
Essential Behavioral:
  • Must be able to demonstrate excellent communication and interpersonal skills to explain new work processes and technologies to all levels of the organization.
  • Self-motivated, self-starter, with good interpersonal skills.
Preferred Technical:
  • Understanding of cross-functional EPC work process and related applications used in Digital Twin Delivery (DTD) projects.
  • Relative Engineering, Construction, Project Controls, Information Management, Automation or Information Systems experience in a BIM design delivery project.
  • Ability to demonstrate BIM work processes through examples of achievements.
  • Skilled in Autodesk Revit, Navisworks Manage, Civil3D and AutoCAD.
  • Knowledge and capabilities with Bentley AECosim and Synchro a plus.
  • Comprehensive knowledge of ProjectWise and/or Vault with minimum 3 years' experience using in large-scale project deliveries.
  • Experience using ProjectWise Administrator and/or Vault to configure security, create workflows, folder structures, and projects.
  • Experience working in and supporting an engineering and design collaborative environment.
  • Experience documenting, proposing and implementing changes within a managed environment.
  • GIS experience a plus.
