Job Description:Parsons is looking for a Senior Testing and Commissioning Manager to join our team for our projects in Jeddah! The Senior Testing & Commissioning Manager is responsible for maintaining contact with stakeholders, maintaining a close knowledge of project requirements for commissioning and testing, assisting in resolution of issues, coordination and liaison with designers, consultants, contractors and stake holders through meetings, project procedures and reports; supporting and supplementing various Project Managers and the Contracts department to reduce the backlog of outstanding design/engineering action issues, coordination issues, and outstanding variation instructions to be prepared and issued to the Contractors. The position provides for maintaining of the access to records, manuals and technical literature, test reports, project data bases, drawings and the like. The Testing and Commissioning manager is responsible for the staging and operational implementation sequencing to ensure the city-wide systems are brought into use in the most effective and efficient methods. Liaison with design is key to ensure any Commissioning requirements are designed in the systems in the early stages of conceptual development.What You'll Be Doing:Interface with Health and Safety for Process, Procedure, and implementation of on-site works.Design Reviews (for constructability)Engineering Support for Design ensuring Commissioning sequencing is considered.Implementation / Operation integrationEngineering support for Commercial / Budget AllocationCommissioning Oversight and ManagementCommissioning Delivery Schedule and ProgramQuality Assurance ProcessesLeading Test & Commissioning strategyEnsuring safe delivery methods and construction delivery by Contractors with adequate site supervision.Monitor schedules and responsibilities for FAT / SAT and any offsite testing, routine testing, witness testing.Develop and submit testing and commissioning reports, progress reports.What Required Skills You'll Bring:20 years of experience – ability to demonstrate major projects experience (Testing and Commissioning) at senior levelThe ability to balance the stakeholder expectations and perceptions against the needs of the module/business.Manage multiple interfaces with different stakeholdersPossess high levels stamina, resilience and energyAble to influence decision making • Possess practical knowledge of design & integration management and construction managementAble to effectively communicate at all levels, both inside and outside the business (verbal and written)Able to absorb and recall large quantities of information quicklyLeadership and operational skills established in multi-d schemes/projects/programsStrong co-ordination backboneWell-developed resolution skills; Strong problem solving skills - enabling win-win solutionsInterface Management- ability to operate in fast paced and pressured environments, whilst being able to maintain clear decision making.
