General Description of Role and Responsibilities:
  • Leading the assessment of the status of Projects.
  • Developing the strategic plan for Enterprise Risk Malmanagement & Projects for the program.
  • Propose new Organizational Structure for the program and its departments.
  • Assist in preparation of annual budget proposal and 5-year plan for projects.
  • Develop KPIs and performance metrics to achieve the desired objectives.
  • Review the performance of ongoing programs and their contribution to the long-term goals and provide corrective action and improvement of plan.
  • Oversee and review financial and cost reporting forms, development and specific formats for design and construction monitoring purposes including planned versus actual projections and indicated outcome reports.
  • Oversee the tabulation and recording of results of surveys, prequalification, proposal submissions, and tenders.
  • Oversee documenting of design and construction budgets, cost estimates, associated financial reporting including cash flow projections, and indicated outcome reports.
  • Assesses procedures used to define and implement the basic functions of the PMO to assure that they remain effective and that they continue to meet the needs of the program.
  • Informed of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within Hill International, and ensures continued compliance with these requirements while employed by Hill.
  • Perform other duties as assigned by the program manager.

Qualifications, Experience, Knowledge and Skills:
  • Bachelor's Degree in Engineering from an accredited university or equivalent.
  • Has at least 10+ years of experience in a field related to major local/international initiatives and development projects in addition to experience working closely with utility service providers and dealing extensively with commercial and public sector stakeholders.
  • Experience in comprehensive planning for major development and urban planning projects, preferably at the national level. And to be familiar with the terms of reference of urban planning and infrastructure. Familiarity with other disciplines related to planning activities and projects, and to understand the work connections with other activities and the credits built for them.
  • Work experience in Saudi Arabia.
  • Excellent verbal and written communication skills Demonstrable strategic thinking abilities
  • Analytical mind with problem-solving aptitude
  • Organizational and leadership skills
  • Fluent in English (read, write, and speak).
