- Develop and implement a comprehensive HSE plan for the Green Riyadh Project, considering the mixed infrastructure components.
- Ensure alignment of HSE goals with project objectives and regulatory requirements.
- Monitor and enforce compliance with local, national, and international HSE regulations and standards.
- Collaborate with regulatory authorities to ensure project adherence to all safety and environmental requirements.
- Conduct regular risk assessments for HSE hazards associated with construction, civil works, and landscape activities.
- Develop and implement strategies to mitigate identified risks.
- Lead investigations into HSE incidents, accidents, and near misses.
- Identify root causes, recommend corrective actions, and ensure lessons learned are applied to prevent recurrence.
- Develop and implement HSE training programs for project personnel, contractors, and subcontractors.
- Promote a strong safety culture and awareness throughout the project.
- Establish emergency response plans and procedures for potential incidents.
- Conduct drills and simulations to test the effectiveness of emergency response measures.
- Conduct regular site inspections and audits to verify compliance with safety procedures and regulations.
- Provide detailed reports with findings and recommendations.
- Ensure the availability and proper use of safety equipment and personal protective equipment (PPE) on-site.
- Implement measures to enhance safety equipment effectiveness.
- Implement and oversee environmental management programs, ensuring the project's environmental impact is minimized.
- Monitor environmental performance and implement corrective actions as needed.
- Communicate HSE performance, initiatives, and goals to project teams and stakeholders.
- Prepare and present regular HSE reports for senior management.
- Evaluate and assess the safety management systems of contractors and subcontractors.
- Collaborate with the project management and contracts teams to ensure safety compliance
- Bachelor’s degree in Environmental Science, Occupational Health and Safety, or a related field.
- Proven experience as an HSE Manager in large-scale mixed infrastructure projects.
- Minimum of 10 years experience.
- Certification in HSE management (e.g., NEBOSH) is advantageous.
- Thorough understanding of Saudi Arabian HSE regulations and standards.
- Strong leadership and communication skills.
- Ability to conduct effective training sessions and drills.
- Fluent in English & Arabic.
